This procedure will require you to fill in a form, which you can collect from the Consulate. You need to carry a valid original passport and a document stating personal information with a photograph, proof of economic solvency, and a roundtrip air line ticket to Mexico or confirmation letter of reservation. Original documents with photocopies should be carried.
The Visa issued after this procedure is good enough for all Mexican cities, which you may plan to visit. However, tourists must make sure that their names are on the disembarkation list if they are traveling as passengers of a pleasure cruise, and if they plan to visit the much famed cities Ixtapa and Zihuatanejo.
